Goals
My goals align with the Association’s mission and the priorities set out in the IAAO Strategic Plan. I am committed to supporting initiatives that strengthen professional development opportunities, expand member engagement, and advocate for best practices in property assessment and tax policy.
If elected, I will work collaboratively with the Board to advance these goals by drawing on my professional network, encouraging member input, and promoting innovation in our programs and services. I value teamwork, transparency, and collective strengths as the foundation for ensuring the Association continues to serve both our members and the public at the highest standard.
Most importantly, I believe our Association must remain member-driven. Members want to feel heard and valued. They deserve clear, respectful communication rather than being told “we don’t do that” or “we can’t do that” without reasonable explanation. When members have questions or concerns, they should know there is someone they can contact and count on. That commitment to responsiveness and transparency is at the heart of why I want to serve, and why I believe member input must continue to guide the direction of our Association.
Journey
Kirk’s career reflects more than three decades of dedication to property assessment, education, and professional service. His journey combines classroom instruction, committee leadership, authorship, and recognition at both state and international levels.
IAAO Leadership
- Over 25 years of active membership and service as an IAAO instructor.
- Senior Instructor for courses in appraisal, assessment administration, personal property, and mass appraisal.
- Author and contributor to IAAO courses, case studies, webinars, conference sessions, and Fair & Equitable articles.
- Chair of the Instructor Relations Subcommittee and the Jeff Hunt Committee.
- Planner for the IAAO Prep and Trial Seminar (2016, 2018).
- Recipient of the Virginia Cup for North Carolina’s most designations (2006, 2011, 2021, 2023).
- Earned the PPS (#15) and AAS (#367) professional designations.
- Professional Designation Advisor supporting members through the credentialing process.
- AQB Certified USPAP Instructor, teaching standards of ethics and practice.
- Named an IAAO Fellow (2023), recognizing exceptional contributions to the profession.
State Association Leadership
- Certified Appraiser since 2005.
- Advisor to multiple committees, including Education, Certifications, Personal Property, and Real Property.
- Recipient of the Henry Lewis Award (2023) and the President’s Award (2009).
- Helped North Carolina earn IAAO Chapter and Affiliate of the Year honors (2024).
University & Education
- B.A. in Mathematics, Cum Laude, UNC–Asheville (1992).
- Associate Teaching Professor, UNC School of Government.
- Holder of the Coates Distinguished Term Professorship (2023–2024).
- Active member of UNC’s Teaching Development and CIVIC Scholarship Committees.
