Known for his collaborative approach and innovative thinking, Kirk works tirelessly to share knowledge, guide colleagues, and strengthen the profession he loves.
Service When It Matters Most

Disaster Response Leader
Led damage assessment training and support efforts to aid county assessors in navigating the complex property evaluations required after Hurricane Helene’s widespread devastation.

Advocate for Public Awareness
Delivered impactful presentations that empower property tax professionals to recognize indicators of human trafficking and contribute to prevention efforts within their communities.

Innovator in
Connection and Growth
Created and continues to moderate enduring resources, such as the weekly Assessor Town Hall, fostering collaboration and knowledge-sharing among North Carolina assessment professionals.

Reaching Across Borders
In January 2023, Kirk welcomed three professors from the University of Warmia and Mazury in Poland. They traveled to the United States on scholarship to study mass appraisal and property tax systems as a model for development in their home country.
Kirk organized meetings and guided discussions with local, state, and national property tax professionals, providing opportunities for meaningful exchange and shared learning.
The visit concluded with a summit at the School of Government, where then-IAAO President Pat Alesandrini joined the group. The experience reflected the value of international collaboration and Kirk’s belief in the importance of connecting professionals across borders to strengthen the field.
As a direct result of this visit, the delegation applied for the Richard Almy Grant and petitioned to become members of IAAO, further extending the Association’s reach and influence internationally.
